After more than thirty years of serving as General Counsel to the Republican Caucus of the Pennsylvania Senate, Stephen C. MacNett joined Conrad O’Brien as Of Counsel. As the Senate Republican Caucus’s General Counsel, Steve was primarily responsible for the supervision of legal services provided to the Republican members of the Senate.  Such legal services included drafting, the review and analysis of legislation, preparation of amendments, and overseeing litigation involving the Republican Caucus, the Pennsylvania Senate, and the entire General Assembly.  Additionally, Steve also served as a senior policy advisor and assisted with the Majority Leader and the President Pro Tempore in developing and scheduling the legislative agenda for the Senate, to frame policy positions for the Republican Caucus, and to coordinate relations with the Minority Caucus, the House of Representatives, and the State Administration.

Steve has been involved in nearly all important enacted law passed by the General Assembly in the past three decades, and has worked through the terms of seven governors.  During that time, Steve developed an unrivaled knowledge of the inner workings of all three branches of government.  He is often sought out by legislators and state government staffers of both political parties, as well as journalists, because of his comprehensive knowledge and institutional memory of significant governmental legal matters and his formidable understanding of election law. 

Steve’s area of expertise in private practice tracks his unique thirty-year history with the Commonwealth of Pennsylvania – managing and strategizing litigation matters (either for, or against, the government), as well as offering high-level counsel and guidance to both those in government and those seeking to deal with the Commonwealth.  Additionally, Steve serves as Co-Head of Conrad O'Brien's Harrisburg office.
