Biography
One of the most respected U.S. Attorneys in the country, Patrick L. Meehan joined the firm as a Partner on July 21, 2008. His practice will focus on representing multi-national corporations and individuals in white collar criminal matters, internal corporate investigations, and a wide range of corporate commercial litigation.
Pat served as U.S. Attorney for the Eastern District of Pennsylvania from September 2001 until resigning in July 2008 to re-enter private practice. Pat’s work as U.S. Attorney on corporate, health care and pharmaceutical fraud has earned him national prominence. Early in his tenure, he was appointed by the President as one of seven U.S. Attorneys to serve on the President’s Corporate Fraud Task Force, which was formed during the implementation of the national response to a number of high-profile acts of corporate fraud and dishonesty, including the implementation of the Sarbanes-Oxley Act. The Task Force provided direction and coordination for law enforcement agencies across the country in investigating and prosecuting corporate fraud. Pat also participated in drafting the Thompson Memorandum (subsequently replaced by the McNulty Memorandum), which set forth standards for federal prosecutors in determining whether to bring criminal prosecutions against companies and their agents, and which also provided guidelines for creating effective Corporate Compliance Programs and negotiating Corporate Integrity Agreements. Pat participated in the circulation of the draft Memorandum on Appointment of Corporate Monitors, which articulated guidelines for the appointment of corporate monitors to oversee the operations of corporations in the context of Deferred Prosecution Agreements.
Pat led groundbreaking prosecutions in the health care and pharmaceutical fields involving off-label marketing, medical device fraud, kickbacks and other violations under the Federal False Claims Act. Under Pat’s leadership, prosecutors in his office obtained settlements during the past several years in excess of $2.6 billion with some of the nation’s largest pharmaceutical companies and pharmacy benefit managers. The settlements included Corporate Integrity Agreements which influenced industry policy nationwide. His office also successfully prosecuted sub-standard nursing homes and elder care facilities. His wide-ranging experience as U.S. Attorney also included the prosecution and/or resolution of claims involving predatory lending, Trading With the Enemy and Foreign Corrupt Practices Act violations, enforcement of the Clean Air and Clean Water Acts, Vessel Dumping claims, and the vigorous prosecution of political corruption cases.
Pat’s career in elective office began in 1995 when he became District Attorney of Delaware County, Pennsylvania. Before his election, Pat served as Senior Counsel and Executive Director to U.S. Senator Arlen Specter of Pennsylvania. He has managed numerous election campaigns for public officials, including the re-election campaign of then-district attorney Ronald Castille, now Chief Justice of the Pennsylvania Supreme Court.
